Obviously they're agents of Terra Arcanum putting together this expedition, which is doomed to fail, in order to discredit Hollow Earth theories and guard their subterranean world from us surface dwellers.
Well, if it's flat, there's an underside. Maybe what they're taking as the inside is really just the bottom, which has another layer? Maybe the world is really a big layer cake? Mmm, cake.
