What struck Todd about Mr. Blowfish, was that, despite being chased by Torchwood, he obeyed the walk light! Obviously for our benefit, but it does make one think about about the Blowfish's character if you want to rationalize it beyond that... Why stop at the walk light and let the old lady pass? And then go shoot someone and hold someone else hostage in their home...
