The Milton RCSS has there parking spots put aside for hybrid vehicles. I have a Smart Car. Is it kosher for me to park there?

Unless there's some sort of bylaw that says you absolutely have to meet the arbitrary parking restrictions imposed on an otherwise very pleasant parking lot. ie. If your municipality has some sort of bylaw regarding places designated for compact cars and those bylaws happen to apply in this parking lot and they designate those spots accordingly.
In the same way that the pink "expectant/recent mother" spots are a courtesy, you could choose to ignore the restriction on hybrid vehicles and park your Smart"Car" in that spot. I suppose they could have it towed... but I doubt they'd bother: Johnny/Janey Watchestheparkinglot probably couldn't distinguish a hybrid vehicle from a normal person's car.
