A Conga line of snowplows would put them in the same lane one after the other. Kinda Redundant unless they were simply travelling to an area that required plowing.
Chorus Lines are side by side, therefore much more effective at clearing a multiple lane road.
The term "Conga Line" I believe comes from the movie "Airport."

Closer examination of the opening "Conga Line" scene in the film clearly show freshly fallen snow on the ground, but also show a clear blue sky and shadows from the arcs of snow being cleared by the ground equipment.
