Yep -- you would. If you're duping an existing disk, then you /might/ be able to do it without Toast. You can try using Disk Utility to make a disk image directly from your CD: insert your CD, start Disk Utility, and then choose File>New>Disk Image from [Device]. If it allowed you to do that, then you'd have a DMG with the contents of the original media which you then might be able to burn onto a backup CD media.
However, I don't know whether OSX's own burner functionality will create the magic needed to build a music CD out of the final product or not. Somehow, I doubt it.
I'm going to make a compilation of some CHristmas music and put a PDF on the disc to bring with me and print out at work, so it's not just a straight duplication.
