I think that's part of the joke. As a native Southerner myself, I can attest: Florida might as well be a part of California, or the North, because most of it shares very few cultural similarities with the rest of the South.
While that used to be the case, it's no longer as prevalent as it used to be. There's plenty of us native-born Floridians that haven't left the state. (In my case, not for lack of wanting, mind you... but plenty of my generation seem to be quite happy to stay.)
