I suspect it's a matter of money.

If alcohol is served, someone has to pay for 1 or 2 servers regardless on how much booze is actually sold. That someone defaults to the con organizers.

There may also be some liability insurance thing if alcohol is served, especially of attendees 1) get drunk and then 2) drive.

If persons really want a slug of booze, they can 1) bring their own or 2) retreat to the hotel bar.

Traditionally, alcohol at cons is generally beer or bottled mixed drinks (Mike's, etc). They're served by volunteers, so there's no need to hire servers.

They're also usually not 'sold' so much as given to people in exchange for a donation to the con.

Drunk driving is generally avoided because the fans either A) are staying in the con hotel or B) can't afford a car.

Well, it's a lit con instead of a media one, so it's more likely they're afraid of Rob Sawyer doing a nude fan dance.

It's hardly a drain on the provincial coffers, any more than any other medium large party.

The hotel heard about the mandatory donations through someone who ratted out the con, so rather than give it away, like they do in the Green Room, they elected to try and franchise out the consuite and all its responsibilities.

This entails the franchisee to not only provide Ad Astra with staff, food and drink but also crash space for the gophers. For which Ad Astra provides nothing. Another con I work with did run yet another con's consuite but we got money for expenses.

Generally cons that go dry then provide great and wonderful food and drink instead for free.

Except if your party has cover to enter then you have to report that on your liquor license, and pay more for it. If you're charging for drinks it's more as well. Saying that you can just "donate" but require a donation to drink is really just fraud, no matter how common it is at cons.
