There may also be some liability insurance thing if alcohol is served, especially of attendees 1) get drunk and then 2) drive.
If persons really want a slug of booze, they can 1) bring their own or 2) retreat to the hotel bar.

Drunk driving is generally avoided because the fans either A) are staying in the con hotel or B) can't afford a car.

Generally cons that go dry then provide great and wonderful food and drink instead for free.
