Apparently they have a library of some kind in the US Parliament, and have released some photos on Flickr. Here is a sequence from the 1910s and one from the 30s & 40s in colour.

dh (along with single-handedly keeping I've Been Moved afloat) has a degree in photography, which means we've got tons o'books on the history of photography.
Photographers like Diane Arbus were sent out to "capture America" during the depression and some of the images are heartwrenching. It's a fascinating collection.
