But the attack takes the form of an implication that if the Republicans aren't in power then there'll be nobody left to handle the North Korea situation and the world will have to turn to Canada. This is even sillier. The Americans have made a conscious effort to not deal with North Korea lately...

Actually the main point of the ad is to imply that Harold Ford (who's black) has sex with white women. The Canada crack is really just filler, and even there it's really supposed to imply that Democrats don't think North Korea is important.

That's just how Canadians are viewing it (by and large). If we weren't so self-conscious about our role on the world stage, this attack ad would have slipped by completely unnoticed... but it feeds two strong Canadian traits: antiAmericanism and fear of inferiority.

Having spent about half of the last two years "among the savages" (i.e. in various locations of the US as part of my job), the average American seems to view Canada as being the slightly dull-witted second cousin - "good for you, Timmy, that's a very nice picture of a tree". I always have fun pointing out the reason presidential inaugurations are held outside in February...
