I may be unaware of a make or model that does not do this. However "slide" action semis, like Glocks, Brownings, Colts, & SIGs all do.
The toggle action of a Luger doesn't have a moving upper assembly (and slide is as good a term as any), and the Mauser C96 has a sliding bolt, more like a rifle, which extends back and depresses the hammer with each shot.
The Walther P-38 does have a short slide, despite its very Luger-looking lines. Ah, sweet alliteration.
It's in the design of the pistol. As the last round is expended the slide moves back, and catches in the magazine. If there was a remaining round in the mag, then the slide would feed it forward. This as stated earlier, makes for quick and easy reloading of a new magazine.
Most military style semiautomatic rifles do the same thing (Although the bolt is internal and it doesn't have the same look. :)
Trust the military guy who's mother was a gunsmith for your answers. ;)
I think it was a week you missed. I'd mentioned how the cops shot the monk from the DaVinci Code even though he was obviously out of ammo, because his slide was retracted.
Which led into my describing that I knew this because of an issue of GI Joe where the Soft Master, a ninja master, had retired to Brooklyn and... Well, let's just say it kind of went on in geek stream of concsiousness for extended periods, and I was afraid it was based on flawed reasoning.

Luger-looking lines.

You are The Man.
I love you.
In a purely platonic, wrestling-geek sorta way.

Which, thankfully, it wasn't. Yay me!
