Just because they cannot operate within does NOT mean that anything involving someone outside is theirs to handle.
The FBI does go after people outside of the US, if their crimes are committed in the US, or they were involved in them. The US Marshals service, not the CIA, hunts down and brings back fugitives from beyond the borders of the US.
