I'd suggest that you might try CSIS but they exist mainly to sabotage the RCMP and vice versa.

Actually, just b/c it's out of the USA, doesn't mean it's inherently the province of the CIA to deal with.

Specifically, BECAUSE it's outside of the USA, it IS the province of the CIA. They aren't actully allowed to operate inside in an intelligence capacity inside the territorial borders of the US.

Just because they cannot operate within does NOT mean that anything involving someone outside is theirs to handle.

The FBI does go after people outside of the US, if their crimes are committed in the US, or they were involved in them. The US Marshals service, not the CIA, hunts down and brings back fugitives from beyond the borders of the US.
